All failing schools that are overseen by local authorities will be forced to become semi-independent academies with an outside sponsor under legislation being published today.

Every school maintained by a local council that is rated inadequate by Ofsted inspectors will be forced to convert to academy status via powers in the Education and Adoption Bill.
